Terrie Trevino called the meeting to order at 10:01am, and then introduced all members on the board.
Role of the State Pac Board
Terrie Trevino shared the purpose statement from the NAHU Bylaws. This is something that we still need to finalize, but this statement gives us an idea of what the purpose of the State Pac Board is. An example of what our purpose statement may look like is as follows:
The purpose of the organization is to solicit and accept voluntary, personal contributions from Idaho AHU members for the purpose of making contributions to candidates for state, local elections, and other expenditures to encourage the elections of qualified candidates for political office as well as to support any political party committee, or any resolution or ballot issue.
Bylaws
Terrie also suggested forming a subcommittee to create the IAHU State Pac Bylaws, which would then need to be approved by the Pac Board. Volunteers for the subcommittee are as follows: Terrie Trevino, Michael Bouton, Robert Tierney, Scott Leavitt and Dana Drake. The subcommittee will plan on meeting in November, and then the Pac Board will approve the Bylaws by a conference call on December 11 at 2:00pm.
HUPAC State Sharing Project
Michael Bouton reviewed the State Sharing Project. In order to reach our goal of 50% of funds coming back to the State Pac, IAHU needs to contribute $12,800 to HUPAC. That number is based on 256 members x $50 each.
Goals
Each local chapter set goals for HUPAC contributions. Treasure Valley and North Idaho set a goal of 50% of members contributing to HUPAC. While Southern and Eastern Idaho each set a goal of 20%. This brings the State to an average goal of 40% of members contributing to HUPAC.
It was also discussed to have local and state HUPAC awards to be presented at the Awards Banquet in April. Suggestions for awards were for 1) chapter with most contributors 2) highest percentage of membership contributing and 3) largest increase in contributions.
Budget
The first item discussed was setting up a separate State Pac checking account. Scott Leavitt confirmed with D.L. Evans Bank that all we need to open a checking account is the ID of the check signers and $50 minimum opening balance. The Board agreed that Wendy Leatham, Terrie Trevino and Robert Tierney would be the check signers. Wendy and Terrie will work on getting the account set up next week.
Another budget item discussed was administrative costs. Scott Leavitt shared that most small State Associations cover their State Pac’s administrative costs. Therefore, IAHU will use the previously budgeted $500 towards the State Pac administrative costs, including $50 to open the checking account.
Future meetings
Following the Bylaw sub-committee meeting and approval of the Bylaws, the next State Pac meeting has yet to be scheduled. The Board agreed that quarterly meetings would be sufficient.
